The Odisha DGP selection process is under scrutiny in the Supreme Court, which is scheduled to hear a Public Interest Litigation (PIL) challenging the procedure followed for appointing the state’s next Director General of Police.
The case has drawn attention after the Supreme Court on August 13 directed the Union Public Service Commission (UPSC) not to finalise the selection of Odisha’s next DGP until the matter was taken up by the court on August 18.
The PIL alleges that the Odisha Government did not follow the Supreme Court’s prescribed guidelines while proceeding with the selection of the new police chief. The allegations concern the manner in which the selection process was handled and have prompted judicial scrutiny.
Why the Odisha DGP Selection Is Being Challenged
The petition raises questions over whether the state government followed the procedure laid down by the Supreme Court for selecting a state police chief.
According to reports on the case, the petition alleges that the Odisha Government sought to move away from the established process involving the UPSC. The matter was brought before the Supreme Court on August 11, when senior advocate P Chidambaram sought an urgent hearing.
The Supreme Court subsequently intervened in the selection process. On August 13, it directed the UPSC not to finalise its recommendation for the Odisha DGP until the court considered the challenge.
Supreme Court Put Selection on Hold
The court’s August 13 direction temporarily prevented the UPSC from completing the selection process. The matter was listed for August 18, making today’s hearing significant for the next stage of the appointment process.
The intervention came shortly before incumbent DGP Y.B. Khurania’s scheduled superannuation on August 16. Following the pause in the selection process, the Odisha Government appointed Crime Branch DG Vinaytosh Mishra to hold additional charge as the state’s in-charge DGP.
This arrangement ensures continuity in the leadership of Odisha Police while the dispute over the permanent appointment remains before the court.
What the PIL Seeks to Examine
At the centre of the case is the question of whether the Odisha DGP selection process complied with the Supreme Court’s guidelines governing the appointment of police chiefs.
